The Impaired Professionals Procedure

Let's face it--a professional credential is no protection against chemical dependency! Anyone who abuses alcohol or other drugs is at risk for becoming chemically dependent. It is estimated that at least 1 in 10 people in this country is experiencing serious problems as a result of drug use.

What is IPP?

Chemically dependent professionals who are credentialed by the Department of Regulation Licensing or an attached regulatory board fear losing their credentials to practice, so they often hesitate to seek necessary treatment. For the majority of chemically dependent professionals, there is now an opportunity to seek treatment without losing their professional credentials. If you or someone you know is a credentialed professional and is having problems with alcohol or other drugs, the Impaired Professionals Procedure (IPP) may be the answer.

The goal of the Impaired Professionals Procedure (IPP) is to protect the public from professionals who practice while impaired by alcohol or other drugs. IPP promotes early identification of chemically dependent professionals and encourages their rehabilitation. IPP offers participants an opportunity to obtain treatment for chemical dependency while ensuring that immediate action can be taken should a participant relapse or drop out of treatment. IPP does not provide treatment, but monitors participants' progress in treatment with an approved treatment provider.

Who's Eligible to Participate?

Referrals are made after all essential information has been considered, including past disciplinary history, past criminal history, seriousness of the allegations, and the prognosis for recovery made by a qualified treatment professional. If a credential holder participates in IPP, no further disciplinary action is taken. Potential participants must complete an application and obtain a current assessment for chemical dependency. If accepted into IPP, each participant is offered an agreement for participation containing a statement of facts which describes the basis for the referral and states all requirements necessary to complete participation in IPP successfully.

What's Required?

Requirements consist of abstinence from alcohol and other drugs not prescribed for a valid medical purpose, participation in ongoing treatment/monitoring which focuses on chemical dependency and relapse prevention, participation in Alcoholics or Narcotics Anonymous, submission of random and witnessed drug screens, and in most cases, work supervision. Other restrictions may be included if deemed necessary.

The goal of the regulatory boards, the department and the Impaired Professionals Procedure is to protect the public from those who attempt to provide services while their ability to do so is impaired by alcohol or other drugs. IPP offers participants the opportunity for treatment and recovery so they may return to competent, productive practice in their communities.
