Clinical Substance Abuse Counselor - FAQ

(formerly Certified Alcohol and Drug Counselor III)

      Q.    I was in the process of getting my credential through the WCB, what happens now that the transfer took place?

      A.   If you were not credentialed by the WCB before the transfer over to DRL, you will have to reapply and complete the requirements set forth by the Department.

      Q.    Will anything change with my credential after the transfer?

      A.   No, if you were credentialed through the WCB, nothing changed other than your credential name. The following are the title changes that occurred:

      •  Substance Abuse Counselor In Training (f.k.a. RADC I)
      •  Substance Abuse Counselor (f.k.a. CADC, CADC II, and CADC D)
      •  Clinical Substance Abuse Counselor (f.k.a. CADC III )
      •  Clinical Supervisor In Training (f.k.a. RCS)
      •  Intermediate Clinical Supervisor (f.k.a. CCS I, and CCS G)
      •  Independent Clinical Supervisor (f.k.a. CCS II)
      •  Prevention Specialist In Training (f.k.a. RPW)
      •  Prevention Specialist (f.k.a. CPP)

      Q.    What are the requirements and how do I apply for a credential?

      A.   You can download the application and instructions for a credential off of our website.

      Q.    If I acquire the Substance Abuse Specialty Authorization permit, will I have to complete any continuing education (CE) hours? If so, how many?

      A.   Yes, if you have the Specialty Authorization permit, you will have to complete at least 10 hours of CE in alcohol or substance dependency or abuse for every biennium (which can also be used towards your primary license). This requirement may be found under s. MPSW 1.09 (5), Wis. Admin. Code.

      Q.    When will we know ICRC testing dates?

      A.   Testing dates are posted on our website. When you go to the section of the credential you are applying for (i.e. Substance Abuse Counselor), click on ‘Obtain License' and there will be a link for the listing of the 2007 test dates.

      Q.    When will the renewal date be for my credential?

      A.   There will no longer be different dates for different credentials/individuals. Your renewal date will always February 28th of every odd numbered year (i.e. 2007, 2009, 2011, etc.).

      Q.    If my credential has been expired for more than 5 years, what is the process for me to renew my credential?

      A.   As sited in RL 165.01 (2) A credential holder who fails to renew certification within 5 years of the renewal date shall be reinstated by complying with the requirements for obtaining initial certification, including education and examination requirements which apply at the time the application is made.

      Q. Can I apply to Wisconsin through application by reciprocity?

      A. Yes. Wisconsin is a member of the IC&RC, and as such allows applicants with certain IC&RC reciprocal credentials to reciprocate to Wisconsin . The following Wisconsin certifications have IC&RC reciprocity:

Clinical Substance Abuse Counselor - meets minimum standards of the IC&RC's Alcohol & Drug Abuse Counselor

Independent Clinical Supervisor - meets minimum standards of the IC&RC's Clinical Supervisor

Prevention Specialist - meets minimum standards of the IC&RC's Prevention Specialist

For reference, application by reciprocity is governed by s. RL 161.11 Certification by Reciprocity.

      Q. How do I transfer my reciprocal credential to Wisconsin ?

      A. From your originating state, initially you must complete the Application for IC&RC Reciprocity. You may receive this form from your state board.

You must apply to Wisconsin through "Application by Reciprocity". Please see "Obtain a license" for more information and application materials.

Please note that in addition to receiving the Reciprocity Approval Notification from the IC&RC, the State of Wisconsin requires all reciprocal applicants to provide letters from all state boards where a previous credential was held (includes active, inactive and non AODA credentials) and passage of the Wisconsin Statutes and Rules Examination.

      Q. How do I transfer my Wisconsin reciprocal credential to another IC&RC member board?

      A. Please complete the Application for IC&RC Reciprocity. This form must be completed including the signed release and authorization.

Send the completed form with an attached money order payable to the IC&RC for the non refundable fee of $100.00 ($90.00 if you are reciprocating from the USAF/USN) to the Department of Regulation & Licensing * Note - Counselor with ICS is $100.00 total, otherwise the fee is $100.00 per each credential.

In addition to the fees paid directly to the IC&RC, Wisconsin requires a $10.00 fee payable to the Wisconsin Department of Regulation & Licensing for verification (see: " Verification of Credential" ).

Please do not include this fee with the money order payable to the IC&RC, if the fees are not separated, or you do not follow the procedure, your entire application will be sent back to you.

Once the Department receives the completed and signed application for IC&RC Reciprocity along with the $100.00 money order payable to the IC&RC and a $10.00 check or money order payable to the Department of Regulation & Licensing, the Department will forward your application, IC&RC transference fee and state verification to the IC&RC for processing. Once processed and accepted, the IC&RC will issue the "Reciprocity Approval Notification" to the board of which you are applying to.
